Operating principle 1: Articulate in advance any initiative's purpose/function, process and intended outcomes and institutionalize evaluations based thereon.
Operating principle 2: Stipulate the kind of talk(s) aimed for in any initiative. Clarify that there are qualitatively different kinds of public interactions, e.g, the Scale of Public Interactions (Inglis & Ross, 2006-2009)
1. Casual Talk: Telling about isolated events and problems
2. Opinionated Talk: Asserting views about how things should be and what others should do
3. Strategic Talk: Influencing, negotiating, and visioning in small groups to create desired outcomes (e.g., if we do “x” then “y” will happen)
4. Facilitated Dialogue: Providing opportunities to share concerns, ask questions, express diverse views, inquire into others’ views, and seek common ground
5. Developmental Processes for Comprehensive Social Change: Series of structured public sessions to (a) Identify & analyze problems’ complex roots, (b) Develop multi-stakeholder action-systems to address them, (c) Institutionalize deliberative, democratic decision-making about transpartisan policy and voluntary action, and (d) Sustain ongoing coordination and evaluation of actions
