Hi All. I am a Bend Oregon resident and I work primarily up down the the West Coast. I have launched a civic engagement process: CivilSay in our region (Central Oregon) and we are piloting the process with our first forums in Bend and Redmond (OR) the first week of November 2009. The design allows citizens to experience civil dialogue with people who hold views different from their own. The forums will launch small dialogue groups meeting six times over about three months. Each dialogue group will provide information to build a "view document" on a particular topic/issue important to the community. The view documents will be published to provide all citizens a glimpse of the various views on a particular issue. CivilSay strives to improve the quality of dialogue in the community and to provide a foundation for building workable solutions to important issues. The original proposal can be found at civilsay.com. I will be updating the site with the forum agenda and dialogue guide in a few weeks along with date/place/time information. The National Academy of Sciences' landmark study Public Participation in Environmental Assessment and Decision Making addresses, in the authors' words, "what has been missing: to provide an overall assessment of the merits and failings of participation, to offer guidance to practitioners and to identify directions for further research." The Obama administration has announced its commitment to transparency and public participation, inspiring a collaborative effort to develop a new set of principles for public engagement through a National Coalition for Dialogue and Deliberation (NCDD) online forum.
Join us for a discussion and to explore these questions:
 What can our local community of practitioners take away from this recent flurry of national deliberation and research, and what can we contribute?
 Have the National Academy recommendations or the NCDD principles introduced new ideas of what constitutes good practice?
 How do they relate to the IAP2 core values for public participation?

Oregon State University Washington County Extension is recruiting for a part-time (0.5 FTE) instructor position for the Washington County Citizen Participation Organization (CPO) program. Successful applicant will be part of a 3-person team responsible for developing, delivering and evaluating activities that support and educate citizen volunteers involved in land-use, livability and transportation issues as well as assisting in the implementation of citizen involvement programs and strategies adopted by the Board of Commissioners. Position requires regular attendance at evening meetings. Available personal transportation and a valid driver�s license are required.

King County residents can now sign up to be Citizen Councilors!

The Citizen Councilor Network will generate feedback on public policy issues for King County Council. This project is the result of Initiative 24 spearheaded by Richard Spady to enhance citizen participation, civic engagement, and citizenship education in government by recruiting community members as Citizen Councilor volunteers. The official role of the Citizen Councilor is to organize small Community Forums 3 or 4 times a year in their neighborhoods, schools, faith-based communities, organizations or workplaces to talk about public policy issues, share viewpoints, and survey opinions. The information gathered at the Community Forums is compiled into a report and distributed to the King County Councilmembers, community leaders and general public to inform the community of the views of the Citizen Councilor network. Involvement in this project is a great way to learn about issues, use your voice, and engage in democracy.

Anyone who lives or works in King County, Washington is invited to register as Citizen Councilors and participate in the historic first Countywide Community Forums ever passed by elected officials! The ordinance includes those who work in King Co. even if they don't reside inside the county line. The Countywide Community Forums program will officially launch when the first 1,000 Citizen Councilors are registered.

You can help recruit the initial 1,000 Citizen Councilors by signing up yourself and by inviting your family, friends and neighbors who live or work in King County to participate. There is no cost involved and your information will not be sold or used for solicitations.

There�s a great job open for another week here in Seattle. The King County Auditor�s Office is recruiting a Program Manager to administer the Countywide Community Forums Program. The salary range is $73,332 - $98,623 and the application deadline is Friday, January 11. This position will manage the program responsibilities assigned to the Auditor�s Office, and oversee the program coordination efforts of the volunteer Citizen Councilor Coordinator and Deputy Coordinators. Hi All - Susan Partnow has put out the idea that we might organize a gathering of ourselves in the Seattle area sometime in the coming year. No date or format has been decided yet... We're just floating the idea at this point! Anyone game to help us plan? Let me know and I'll be sure to include you in further conversations. I'll also post info here about the details as they emerge.

Hello to all us Nor-westers! There is lots happening in this corner of the world and I encourage all group members to post a quick update about what they are excited about locally, regionally, "to infinity and beyond!" :-)

For me, I am excited about the new King County "Countywide Community Forums" that were recently enacted by a unanimous vote of the King County Council. The new law encourages people who live or work in King County to become official, volunteer, Citizen Councilors to meet with other Councilors to talk about important county topics and feedback Councilor opinions on the issues.
