I am the retired general manager for the Department of Neighborhood Empowerment (Los Angeles). I conceived the idea of, and wrote the first draft the City Charter amendment that established L.A.’s neighborhood council system. For the previous 30 years, I served as the chief of staff to an L.A. city councilman.
